Alternative Learning System, isinusulong ng Prov’l Board na maging special program ng Pamahalaang Panlalawigan

PUERTO PRINCESA CITY — APRUBADO ng ika-44 Sangguniang Panlalawigan ang resolusyon na humihiling kay Gobernador Victorino Dennis M. Socrates na pag-aralan at bumuo ng Special Program para sa Alternative Learning System o ALS sa lalawigan ng Palawan.

Ayon kay Provincial Board Member Winston G. Arzaga, principal author ng Resolution No. 1420-23, layon ng resolusyon na matulungan hindi lamang ang mga sektor ng Out-of-School Youth o OSY sa lalawigan kundi pati na rin ang mga kabataang Palaweño na hirap sa buhay subalit nais makapagtapos ng pag-aaral.

Dagdag pa ng bokal, panahon na para magkaroon ng Special Program ang gobernador na nakatutok sa Alternative Learning System na may kaakibat na sapat na pondo para sa tuluy-tuloy na takbo ng programa kung saa’y hindi maapektuhan ang pag-aaral ng mga benepisyaryong kabataang Palaweño.

“I think it’s about time that we have a program that will be funded all through the years so that the learners will not be jeopardized by the sudden removal of funding of the project,” ani Arzaga.

Aniya, sa nakalipas na taon, mayroon nang programa ang Pamahalaang Panlalawigan para rito ngunit nahinto sa kadahilanang wala umanong sapat na pondo para sa patuloy na operasyon ng programa.

“[T]he solution for the Provincial Government is to work closely with [Department of Education]. The problem here is that DepEd seems to be lacking in funds and personnel, perhaps joining efforts with DepEd and [Provincial Government of Palawan] can solve this gap in the need for learners to be taught.”

“There is what we call the Millennium Development Goals, and one of the provisions of these goals is that there has to be what we call education for All (EFA), which should have been achieved already as a result of the transformation of ALS in different municipalities,” pagbibigay-diin ng bokal.

Ayon naman sa Provincial Information Office (PIO), aabot umano sa higit 4,000 mag-aaral mula sa Northern Palawan ang naghihintay at umaasang makakapag-enroll sa naturang programa. Samantala, co-authors ng nabanggit na resolusyon sina 2nd at 3rd Palawan Board Mambers Ariston D. Arzaga at Rafael V. Ortega, Jr.
