PALAWAN, Philippines – Hiniling ng Sangguniang Panlungsod ng Puerto Princesa sa Kagawaran ng Enerhiya o Department of Energy (DOE) na amyendahan ang nilalaman ng Section 2 o “Coverage and Exceptions” partikular ang Section 2.3.5 ng DOE Circular No. DC2023-06-0021, batay sa regular na pagdinig ng City Council nitong Lunes, Enero 15.
Mariing isinusulong ng konseho na ihanay sa Batas Republika Bilang 9136 o mas kilalang Electric Power Industry Reform Act o EPIRA Law ang nabanggit na seksiyon ng kautusan ng kagawaran.
“Prescribing the Policy for the Mandatory Conduct of the Competitive Selection Process by the Distribution Utilities for the Procurement of Power Supply for their Captive Market,” nilalaman ng DOE Circular 2023.
Dagdag dito, nakasaad naman sa sub-section 2.3.5 o “…The EPSA shall be immediately implemented to address the emergency, subject to conditions to be defined by the [Energy Regulatory Commission]; Provided, that the procurement of emergency power supply shall not be entitled to any form of subsidy,” na kung saan kapag sumailalim sa Emergency Power Suppy Agreement o EPSA tulad ng Palawan Electric Cooperative (PALECO), wala itong karapatang tumanggap ng anumang subsidiya mula sa Pamahalaang Nasyunal na taliwas sa nakasaad sa Batas EPIRA.
Samantala, ang pagkawala ng sudsidiya ng kooperatiba ang nagiging dahilan ng pagtaas ng presyo ng kuryente sa mga lugar na nasasakupan ng kooperatiba sa Palawan.
Sa magkahiwalay na resolusyon, hiniling ni Puerto Princesa City Councilor Elgin Damasco sa tanggapan nina Palawan 1st District Representative Edgardo Salvame, 2nd District Rep. Jose Ch. Alvarez, at House Speaker Martin Romualdez, taga-pangalaga ng 3rd District of Palawan, na magpanukala ng batas na gagawa ng tatlong (3) prangkisa ng electric cooperatives sa lungsod at lalawigan ng Palawan upang masulosyunan ang mga nabanggit na isyu na kinakaharap ng kooperatiba at mga konsumidores partikular ang pagtaas ng presyo ng enerhiya.
