SPECIAL ELECTIONS SA UNA AT IKATLONG DISTRITO, HINILING NG PAMILYA HAGEDORN

“Sa ating mga kaibigan sa Puerto Princesa at Aborlan, karapat-dapat na marinig ang ating mga boses, at respetuhin ang ating pagpili. Magkaisa tayo sa pampublikong apelang ito para sa isang espesyal na eleksyon sa Palawan 3rd District,” Ginang Ellen Hagedorn.

PUERTO PRINCESA CITY – Hiniling sa kinauukulan ng naiwang asawa ni Congressman Edward Solon Hagedorn na magkaroon ng special election sa mga naiwang distrito ng mga namayapang mambabatas ng Palawan na sina First District Representative Edgardo “Egay” Salvame at Palawan’s Third Congressional District Rep. Ed Hagedorn.

“Bilang balo ni Cong. Edward Hagedorn, ipinamamanhik ko sa inyo na sumama sa akin sa pagsasagawa ng ating karapatan na pumili ng ating kinatawan. Bigyan natin ng parangal ang alaala ni Ed sa pamamagitan ng pagtitiyak na hindi napipigil ang ating mga boses, kundi pinapalakas sa pamamagitan ng kapangyarihan ng demokrasya.

Sama-sama nating gawing katotohanan ang espesyal na eleksyon na ito, sapagkat nakasalalay dito ang kinabukasan ng Palawan 3rd District,” pahayag ni Ma. Ellen Hagedorn.

Ayon naman sa liham na ipinadala ng pamilya Hagedorn sa Mababang Kapulungan nitong Abril 16 sa pamamagitan ng tanggapan ni House Speaker Ferdinand Martin G. Romualdez, personal na inaapela ni Gng. Hagedorn na magkaroon ng panukala hinggil sa usapin at dinggin ang kahilingan ng mga residente ng mga naiwang distrito sa lalawigan ng Palawan partikular sa ikatlong distrito.

“I come to appeal to you not only as the bereaved widow of your fellow public servant, the Honorable Representative of the 3rd District of Palawan Edward S. Hagedorn, but as a civic leader and constituent of our district and province.

My husband, Edward, left us on October 3, 2023, leaving a vacuum of leadership in our district. Within five months, Honorable Edgardo Salvame of the 1st District of Palawan also passed away, leaving all but one district of the province without a voice in Congress.

It is, to us, tantamount to a crisis in public service and genuine representation that we have yet to elect their successors to date,” nilalaman ng liham.

Ani Hagedorn, pangunahing layunin ng Kapulungan ay bigyang-pansin ang pangangailangan at ‘concerns’ ng mga residente sa iba’t ibang congressional districts na kung saan magkaroon ng tamang representasyon at direktang matugunan ang mga pangangailangan ng mga ito sa pamamagitan ng kanilang mga “elected leaders”.

Dagdag pa nito, ang mga naiwang puwesto nina Hagedorn at Salvame ay “vacated more than a year before the next elections in May 2025” kung saan aniya ay karapat-dapat na mapunan sa pamamagitan ng mga espesyal na halalan, alinsunod sa mga probisyon ng Batas Republika 6645 O “An act prescribing the Manner of filing a vacancy in the Congress of the Philippines.

Ayon pa sa asawa ng namayapang mambabatas, Commission on Elections (Comelec) Chairman George Erwin M. Garcia sa isang press conference noong Pebrero 12, 2024, sa Lungsod ng Puerto Princesa, sinabi ng opisyal sa mga botante ng 3rd District ng Palawan na ang nasabing komisyon ay mayroong “necessary budget and resources” upang magsagawa ng espesyal na halalan ngunit aniya ay may “missing part” para masimulan ang nasabing usapin.

“Commission on Elections Chairman George Erwin M. Garcia informed the voters of Palawan’s 3rd District that the commission had the necessary budget and resources to conduct a special election for a new representative. The only missing part for the process to get started is an official communication from the House of Representatives headed by the Honorable Speaker Ferdinand Martin Romualdez, to declare a vacancy and call for a special election,” bahagi ng liham.

Sa mga nakalipas na linggo, inihain ni CIBAC Partylist Rep. Eduardo Villanueva ang House Resolution 1661 o “A resolution certifying to the existence of a vacancy in the house of representatives, particularly the representative for the third (3rd) legislative district of the province of palawan and calling on the Commission on Elections (COMELEC) to fill the vacancy through a special election.”

Apela pa ni Hagedorn, tuluyan nang payagan ang pagkakaroon ng espesyal na halalan upang “that we be allowed to exercise our right of choice” sa lalong madaling panahon.

“My grieving heart as a widow is further pained, seeing that Palaweños, who looked up to my husband Ed as their father, are now orphaned, receiving only caretaker service from the House leadership when there are mechanisms available for them to be fully represented,” ayon sa Ginang.

Panawagan ng Ginang sa mababang kapulungan na suportahan at maipasa ang nasabing resolusyon na inihain ni Villanueva na nagdedeklara sa Ikatlong Distrito ng Palawan na bakante dahil sa pagpanaw ng kaniyang kapuwa-mambabatas.

“I therefore pray for your good representations to support and pass House Resolution 1661, filed by the [CIBAC Representative Eduardo Villanueva], declaring the 3rd District of the Province of Palawan VACANT due to the demise of their duly elected representative, and ordering the comelec to conduct a special election therein,” panawagan ni Hagedorn.
