PALAWAN, Philippines – Idineklarang ‘Green Justice Zone’ ang lungsod ng Puerto Princesa sa pangunguna ng Justice Sector Coordinating Council o JSCC nitong Biyernes, Nobyembre 10, na naglalayong paigtingin ang konserbasyon at proteksyon ng kalikasan sa lungsod.
Ang lungsod ng Puerto princesa ang kauna-unahang green justice zone sa Pilipinas at ika-labindalawang (12th) Justice Zones (JZs) sa bansa na kinabibilangan ng lungsod ng Quezon, Cebu, Davao, Angeles, Bacolod, Naga, Calamba, Balanga, Baguio, Tagaytay, at Zamboanga.
Sa keynote address ni Supreme Court (SC) Chief Justice Alexander G. Gesmundo, binigyang-diin ng Punong Mahistrado ang nakababahalang banta ng pagbabago ng klima kung saan aniya ay nararapat na gawin ang mga tungkuling nagpapanatili sa ekolohiya ng bansa na naaayon sa kanilang reporma.
“We are fully aware of the existential threat of climate change and that the duty to ensure a sustainable ecology is fundamental to all of our reforms,” pahayag ni CJ Gesmundo sa paglulunsad ng Puerto Princesa City Justice Zone (PPCJZ) sa Hue Hotels, Bgy. San Manuel.
Ani Gesmundo, ang JSCC ay nabuo taong 2010 ng Korte Suprema, Kagawaran ng Katarungan (DOJ), at Kagawaran ng Interyor at Pamahalaang Lokal (DILG) na suportado naman ng GOJUST II mula taong 2016 upang pagtibayin ang ugnayan ng mga sektor na nakabatay sa sistemang pangkatarungan.
Dagdag pa ni Gesmundo, ang mga institusyon ng JSCC kagaya ng hukuman ay mayroon sariling mandato at plano, ngunit sa pamamagitan ng Justice Sector Coordinating Council, nagsasama-sama ang mga ito bilang isang sektor upang maihatid ang komprehensibong solusyon sa mga isyu sa sektor ng hustisya.
“Today, we are joined by another executive department, the Department of Environment and Natural Resources, to address one of the most urgent problems, if not the most urgent that beset not just Puerto Princesa, not just Palawan, not just the Philippines, but the entire world. I speak of the problem of climate change brought about by environmental degradation,” ani Gesmundo.
“In our Puerto Princesa green zone, a justice sector outpost we deliver responsive and real-time justice services to our constituents. Among the activities lined up for our first ever green zone, the creation of the green book is going to be the sector manual for handling environmental cases pertaining to the end-to-end processes and procedures to all cases interacting with our environment,” ayon pa sa Punong Mahistrado.
Aniya, may sariling Strategic Plan ang Korte Suprema para sa Judicial Innovation sa taong 2022 hanggang taong 2027 kung saan ang Committee on Environment and Sustainability na pinamumunuan ni Senior Associate Justice Mario Victor M. V. F. Leonen, ay nangakong magpapatuloy sa pagsusuri ng ‘rules of procedures’ na may kinalaman sa Environmental cases kabilang ang Writ of Kalikasan at Writ of Continuing Mandamus upang matiyak ang mas mabilis na pagtugon at epektibong hakbang.
Samantala, ipinunto naman ni Associate Justice Maria Filomena D. Singh, Chairperson ng JSCC Technical Working Group on Processes and Capacity Building, na ang pasiya ng council na magkaroon ng Justice Zone sa Pilipinas ay nararapat na nakatuon sa pangangalaga ng kapaligiran at sustenableng pag-unlad kung saan kinukonsidera ang natatanging katangian ng Pilipinas na mayaman sa natural resources. Ani Singh, ang bansa ay isa sa mega-diverse biodiversity sa mundo.
Inihayag naman ni DOJ Secretary Jesus Crispin C. “Boying” Remulla na ang paglulunsad ng Puerto Princesa City Justice Zone ay daan upang ma-intensify ang koordinasyon ng limang haligi (5 pillars) ng criminal justice system sa lungsod partikular sa mga adjudication process na may kinalaman sa kasong pangkapaligiran o environmental-related cases at iba pang hakbang.
“The primary focus of the Green Justice Zone will be on environmental protection and the proper management of our natural resources,” pahayag ni DILG Secretary Benjamin “Benhur” C. Abalos, Jr.
Malugod namang tinanggap ni Department of Environment and Natural Resources Secretary Maria Antonia Yulo-Loyzaga ang imbitasyong lumahok sa paglulunsad ng panibagong justice zone na kung saan binigyang-diin ng kalihim na sa pamamagitan nito ay maisaayos ang koordinasyon sa lahat ng justice sector actors na gumawa ng solusyon at istratehiya upang ma-address ang anumang adjudication ng mga environmental cases at iba pa na kinakaharap ng lungsod.
“This is a historic day for the city of Puerto Princesa as we gather and launch the first ‘Green Justice Zone’ in the country. This initiative reflects our collective commitment to environmental justice and sustainability,” bahagi ng mensahe ni City Mayor Lucilo R. Bayron.
Ani Bayron, ito ay magandang hakbang para sa pagpapalakas ng proteksyon at pangangalaga ng kalikasan sa lungsod.
Itinatatag ang Justice Zones o JZs para siguruhin ang pagtugon sa pagitan ng limang pillars ng criminal justice system sa bansa – ang law enforcement, prosecution, courts o korte, correction o piitan, at community o komunidad.
Kaugnay rito, tumungo naman sa Puerto Princesa City Baywalk ang mga principals ng JSCC na binubuo nina Supreme Court Associate Justices Rodil V. Zalameda, Mario V. Lopez, Ricardo R. Rosario, Japar B. Dimaampao, Jose Midas P. Marquez, Antonio T. Kho, Jr., and Maria Felomena D. Singh, kasama sina Australian Ambassador, H.E. HK Yu PSM, Governor Victorino Dennis M. Socrates, Mayor Lucilo R. Bayron, at European Union Head of Cooperation Mr. Christoph Wagner para sa Effective Microorganisms (EM) Mudballs throwing.
