PALAWAN, PHILIPPINES – NAGLABAS ng mga bagong alituntunin nitong Mayo 22, 2024 ang Department of Social Welfare and Development (DSWD).
Ayon sa ahensya, ito ay sa patuloy na pagsisikap na i-streamline at i-digitize ang kanilang mga programa at serbisyo para sa registration, licensing, and accreditation (RLA) ng Social Welfare and Development Agencies (SWDAs).
“With the upcoming launching of the Harmonized Electronic License and Permit System (HELPS), these guidelines will be beneficial as they provide detailed procedures on the online submission of applications of RLA”, ani DSWD Standards Bureau (SB) Director Atty. Megan Manahan.
Ang mga alituntuning ito ay nasa ilalim ng Memorandum Circular (MC) No. 08 series ng 2024, MC 09 s. 2024, at MC 18 s. 2024, na layon na naglalayong tiyakin ang patuloy na pagpapabuti sa kalidad ng mga serbisyo sa regulasyon ng DSWD.
Ayon pa sa DSWD, nakatuon umano ang MC 08 sa pag-iisyu ng certificate sa mga private social welfare agencies (SWA) na may valid na RLA bilang eligibility para sa duty exemption sa mga donated imported goods; Ang MC 09 naman ay tumutukoy sa pagbibigay ng public solicitation permit; habang ang MC 18 ay tumutukoy sa pag-iisyu ng Certificate of Registration and License to Operate (CRLTO) at Certificate of Accreditation para i-regulate ang mga SWDA at ang kanilang mga programa at serbisyo.
“We put in a lot of effort toward the development of the DSWD HELPS in order to make it very easy and user friendly to everyone. The process of application of public solicitation permit, duty-exempt importation certification, and the RLA of SWDAs will be seamless through this online platform,” dagdag pa ni Manahan.
Ang DSWD ay nakatakdang maglunsad ng HELPS na magpapahintulot sa mga SWDA na magsumite ng kanilang aplikasyon at mga kinakailangan para sa RLA, na may real-time na pagsubaybay sa mga tampok ng katayuan.
Ang naka-streamline na pamamaraan na ito ay magbabawas sa dating 49 na hakbang sa 12 hakbang, na may oras ng pagproseso na pitong araw ng trabaho.
Upang makapagbigay ng mas malalim na pag-unawa sa mga alituntunin, nagsagawa ng pre-publication meeting ang DSWD SB sa DSWD Central Office sa Quezon City noong Mayo 14.
Ang pagpupulong ay dinaluhan ng mga miyembro ng Area Based Standards Network (ABSNet), isang organisasyon ng DSWD registered, licensed at accredited SWDAs.
