Non-compliant building projects ng City gov’t, may banta sa public safety

EL NIDO, Philippines — Isinawalat kamakailan ni dating City Councilor Jimbo Maristela na kabuuang tatlumpu’t isang (31) infrastructure projects ng Pamahalaang Panlungsod ng Puerto Princesa ang walang kaukulang building permit na taliwas aniya sa probisyon ng Seksiyon 1.02.03 ng Batas Republika Bilang 6541 o kilalang National Building Code of the Philippines.

Ayon kay Maristela, hindi “reasonably assured” ang kaligtasan ng mga constructed projects dahil hindi dumaan sa tamang proseso ng building safety standards.

Ilan sa mga completed projects ngunit walang kaukulang building permit ang pagkukumpleto ng lighting at bleachers ng Sports Complex Indoor Sport na nagkakahalaga ng mahigit 9.5 milyong piso; konstruksiyon ng Engineering and Architecture Building sa Sta. Monica na nagkakahalaga naman ng mahigit 23.5 milyong piso; Renovation o Improvement ng Inagawan Satellite Clinic na nagkakahalaga ng isang (1) milyong piso; konstruksiyon ng New City Health Medical Complex Phase II na nagkakahalaga ng mahigit 89.7 milyong piso; at pagkukumpleto ng Maoyon Covered Court na nagkakahalaga naman ng mahigit 3.4 milyong piso.

Ayon kay Maristela, nasa humigit-kumulang 133 milyong piso ang kabuuang halaga ng proyektong nakumpleto na ngunit walang kaukulang building permit.

Binigyang diin ng dating opisyal na hindi “exempted” sa pagsunod sa nilalaman ng National Building Code of the Philippines ang anumang construction project ng Pamahalaang Panlungsod ng Puerto Princesa.

“While we recognize that the buildings and structures were projects planned by the official and employees of [City Government of Puerto Princesa], and the City Building Official, who enforces the provisions of the NBC and its [Implementing Rules and Regulations], is employed by the CGPP, it is important to emphasize that the proposed public buildings and structures of the CGPP are not exempt from compliance with the regulations set forth by the regulatory agencies and offices,” batay sa presentasyon ni Maristela.

Inilatag din ng dating opisyal ang ilan sa mga proyekto na “on going” ang aplikasyon ng building permit subalit nasimulan na at malapit ng matapos ang iba sa mga ito. Ang mga proyektong ito ay nagkakahalaga ng humigit-kumulang 300 milyong piso.

“The projects of the CGPP are not guaranteed to adhere to the safety standards set by the building code if these are not secured with building permit. This non-compliance could potentially led to construction defects, which can pose risks to public safety. Moreover, the absence of building permits also implies a lack of oversight from the relevant authorities,” dagdag ni Maristela.
