Ito ang naging pahayag ng pangulo kaugnay sa pangha-harass ng mga Tsinong naglalayag sa pinag-aagawang West Philippine Sea (WPS) laban sa resupply ships at tauhan ng Armed Forces of the Philippines (AFP) na naghahatid ng supply sa mga nakatalagang tauhan ng Hukbong Sandatahan ng Pilipinas sa BRP Sierra Madre sa Ayungin Shoal.
